The new guidelines come into force from October 1 with the reopening of schools, colleges and coaching centres. The cinema halls have also got a permit to resume from October 15.
The Ministry of home affairs announced on October 3 that reopening activities would take place outside containment zones and guidelines will be issued to this effect. All the new rules that have been decided have been discussed on the feedback given by the States and UTs with comprehensive consultations held with Central Ministries and Departments.

Rules for schools & colleges
The Ministry of home affairs stated that students could attend school, but they will require written consent of their parents or custodians. At the same time, the higher institutions can resume only for PhD and PG scholars in Science and technology field that require laboratory work.
Rules for cinema halls & multiplexes
The theatres and cinemas will resume from October 15; Centre has sanctioned the orders. The cinemas, theatres, multiplexes will be allowed to resume with up to 50% of their seating capacity and with a one seat-distance. There will be an SOP that will be published by the Ministry of Information and Broadcasting.
Social & Religious gathering
For a religious or social meeting, the Ministry of home affairs has issued different guidelines following the forthcoming Bihar polls in mind. Now for religious, social, sports, academic, entertainment, cultural, political assemblages and other gatherings may be permitted with more than 100 persons only outside the Containment Zones where elections are to be held.
